Roundtable on APC

 The Roundtable on Accident Prevention and Control in the Sava River Basin took place in Zagreb, Croatia, on October 21st, 2010. The representatives of the following institutions took part: BA - Ministry of Foreign Trade and Economic Relations of BA, Federal Ministry of Agriculture, Water Management and Forestry, Republic Administration for Civil Protection, HR - Ministry of Regional Development, Forestry and Water Management of the Republic of Croatia, Croatian Waters, National Protection and Rescue Directorate, RS - Ministry of Agriculture, Forestry and Water Management, Republic Hydro-meteorological Institute, Ministry of the Interior - Administration for Risk Management, and the representatives of the Secretariat of the ISRBC.
The main objectives of the Roundtable were:
- to enhance the cooperation of the Parties to the FASRB in the emergency situations which have and could have impact to water and aquatic eco-system, and
- to present the Protocol on emergency situations to experts from the Sava countries.
Mr. Komatina, Secretary of the ISRBC, presented the Framework Agreement in context of transnational contingency planning, which provides a good basis for contingency planning in the Sava River Basin. The participants took note on the existing Danube Accident Emergency Warning System, its objectives, international structure, functioning of the Principal Alert Centers, routing of the pollution messages and the purpose of testing of the system while the representatives of the institutions dealing with accident prevention and control in the countries presented the status of the emergency warning system in their countries.
Second part of the roundtable was dedicated to the draft Protocol on Emergency Situations to the FASRB which was adopted by the ISRBC and sent to the Parties for negotiations. The participants of the Roundtable supported the conclusion of such Protocol and find that the proposed text is, from the expert point of view, suitable for discussion on official multi-lateral negotiations. Since, so far, the internal procedures in the countries, necessary to launch the procedure on conclusion of the Protocol and negotiations, have not been completed, it was stated that, in addition to comments and suggestions already presented on this Roundtable, certain comments to the text of the Protocol could still be expected in process of inter-sectoral harmonization in the countries.
