Second Sava Flood Risk Management Plan

The Protocol on Flood Protection to the FASRB (Protocol) and the Directive of the European Parliament and Council on the assessment and management of flood risk (Floods Directive), recognizes that flood risk is continually changing and that regular review of flood risk management plans is necessary. 
Having in mind data gaps and uncertainties in the first Sava Flood Risk Management Plan (Sava FRMP), the activities of the second cycle of the flood risk management planning started immediately after the approval of the first Sava FRMP at the 8th Meeting of the Parties (Sarajevo, October 24, 2019).

In that sense the Program for development of Sava FRMP (Program), as the starting point within one cycle of the flood risk management planning in the Sava RIver basin, should be reviewed in accordance with findings of the first Sava FRMP. The Program should also take into account chapters of Floods Directive related to reviews and reporting including the following  tasks:
  • The joint PFRA report for the Sava River basin shall be reviewed, and if necessary updated. In the reviews the likely impact of climate change on the occurrence of floods shall be taken into account.
  • The flood maps shall be reviewed, and if necessary updated.
  • The 1st Sava FRMP shall be reviewed, and if necessary updated. In the reviews the likely impact of climate change on the occurrence of floods shall be taken into account as well as the following components of the subsequent update of the plans:
- any changes or updates since the publication of the 1st Sava FRMP, including a summary of the reviews carried out for the joint Sava PFRA and the flood maps;
- an assessment of the progress made towards the achievement of the established objectives for the management of flood risks;
- a description of, and an explanation for, any measures foreseen in the 1st Sava FRMP which were planned to be undertaken and have not been taken forward;
- a description of any additional measures since the publication of the 1st Sava FRMP.
Time plan for the preparation of the 2nd Sava FRMP, should respect the current conditions that only Croatia and Slovenia are the EU Member States while Bosnia and Herzegovina, Montenegro and Serbia are in different stages of the accession process and the Floods Directive implementation.

Activities of the update of Sava FRMP should be done through the regular work of the PEG FP, with support of the Secretariat including a technical assistance.
