PILOT PROJECT ON CLIMATE CHANGE ADAPTATION:
BUILDING THE LINK BETWEEN FLOOD RISK MANAGEMENT PLANNING AND CLIMATE CHANGE ASSESSMENT IN THE SAVA RIVER BASIN – CLIMATE CHANGE SCENARIOS AND ADAPTATION MEASURES
1. BACKGROUND
Following the adoption of the Guidance on Water and Adaptation to Climate Change at the Fifth session of the Meeting of the Parties to the Convention on the Protection and Use of Transboundary Watercourses and International Lakes (Water Convention) (Geneva, 10-12 November 2009), Parties to the Water Convention decided to foster implementation of the Guidance through a programme of pilot projects and a platform for exchanging experience with adaptation to climate change in transboundary context.
The Sava River Basin has been selected as one of the 3 regions where the pilot projects will be implemented.
The International Sava River Basin Commission (ISRBC) and the United Nations Economic Commission for Europe (UNECE), on August 4, 2010, signed the Memorandum of Understanding (hereinafter: MoU) for the grant No: ECE/GC/ 2010/023. The Grant is being utilized for the Project: “Pilot Project on Climate Change Adaptation: Building the Link between Flood Risk Management Planning and Climate Change Assessment in the Sava River Basin”.
2. BRIEF DESCRIPTION OF THE PROJECT
The whole project covered by the above mentioned grant is comprised of 8 components, as follows:
A1 Preparation of an overview of already completed or ongoing activities and their findings regarding flood risk management planning in the Sava River Basin;
A2 Identification and assessment of existing legislation, strategies and plans related to FRM planning and climate change adaptation (transboundary and national);
A3 Compilation of various existing climate change scenarios for the region, their expected impacts on water cycle and more specifically on frequency and magnitude of extreme flood events;
A4 Initial flood vulnerability assessment in the Sava River Basin and identification of the most vulnerable areas;
A5 Assessment whether additional modelling of climate change impact on flood vulnerability is needed, preliminary identification and description of possible adaptation measures, selection of a package of prevention, preparedness, resilience, response and recovery measures;
A6 Preparation of a detailed Program for Development of the Sava FRMP;
A7 Assessment of data and information needs for preparation of joint Sava FRMP; identification of data sources on national and international level, finding data gaps and defining strategy how to obtain missing data;
A8 Exchange of experience on the implementation of the project with other projects in the programme of pilot projects under the Water Convention and dissemination of results.
3. REQUESTED SERVICES BY THIS ASSIGNMENT
The Secretariat of the ISRBC (hereafter: Secretariat), acting as the Contracting authority for and on behalf of the ISRBC, intends to apply part of the proceeds for consultant services for components A3 and A5. The Service Provider shall also take part in the component A8.

4. PROCUREMENT PROCEDURE
The procurement will be conducted through the Competetive Request for Quotations procedure, as specified in the Rules of Procurement Procedures of the ISRBC (text can be found at: http://www.savacommission.org/basic_docs ) and according to the selection criteria specified in the tender documents.
Bidding procedure is open to any interested supplier who decides to respond to this procurement notice.

5. TIME LIMITS
Properly equipped bids must be delivered to the ISRBC by 12:00 on April 5, 2012. They will be opened immediately thereafter, in a way prescribed in the tender documents, in the presence of bidders who choose to attend. Late bids will be rejected.
6. BID SECURITY
No bid security is required.
7. SELECTION CRITERIA
Proposals will be ranked according to their combined technical (St) and financial (Sf) scores using following technical criteria:
(i) Specific experience of the Service Provider relevant to the assignment;
(ii) Adequacy of the proposed methodology and work plan in responding to the Terms of Reference;
(iii) Key professional staff qualifications and competence for the assignment.

Expected commencement date is April 20, 2012.
8. EXPECTED DURATION OF SERVICES
Expected duration of services is 20th April 2012 – 31th October 2012.
9. BUDGET
Maximum budget for this services is 26 300 US$.
