Procurement Notice Sava GIS supply - repeated procedure

PROJECT TITLE:
Supply of Equipment for the Sava Geographic Information System (Sava GIS)

BACKGROUND:
International Sava River Basin Commission (ISRBC) is establishing (geo)information system and spatial data infrastructure to support a wide range of water management and navigation activities of the ISRBC.
Activities related to set up of the Sava GIS started in 2007, by adopting the Strategy for the Sava GIS establishment and continued by preparation of the „Implementing Documents for Establishment of Sava GIS”.
Implementation phase of the Sava GIS shall start by purchasing of necessary equipment, what is the subject of this procurement.
Funds for this Supply Contract are mutually secured through the grant of the European Commission for the implementation of the Action entitled "Support to the ISRBC in preparation and implementation of the Sava River Basin Management Plan" and by the budget of the ISRBC.

BRIEF DESCRIPTION OF SUPPLIES:
The subject of the contract is supply, delivery, and warranty of the following goods in three lots: 
  • Lot 1: Data and application servers, UPS and Rack
  • Lot 2: Mobile workstation
  • Lot 3: Firewall, distribution LAN switch, LAN HSDPA/ADSL/ISDN access device
The equipment shall be delivered at the premises of the ISRBC in Zagreb, Vladimira Nazora 61.
The supplies must comply fully with the technical specifications set out in the tender dossier (Annex I Technical Specifications).
The Tenderer may submit an offer for one, two or all three lots.

PROCUREMENT PROCEDURE:
Contracting Authority shall apply repeated Competitive Request for Quotations procedure in conformity with the provisions of the Rules of Procurement Procedures of ISRBC.

AWARD CRITERIA:
The lowest price of a technically compliant offer.

ELIGIBILITY:
Participation in tendering is open to all legal persons [participating either individually or in a grouping (Consortium) of Tenderers which are established in a the Member State of the European Union or in a country or territory of the regions covered and/or authorised by the specific instruments applicable to the IPA Programme.

TENDERERS’ QUALIFICATIONS:
In order to verify tenderers’ economic and financial standing, technical and professional ability the following is required:

 1. Economic and financial capacity of Tenderer:
  • The average annual turnover of the Tenderer in the last 3 years (2007, 2008 and 2009) must be at least 100.000 EUR.
2. Professional capacity of Tenderer:
  • The Tenderer must have at least 3 years of experience of supplying equipment as requested per lots;
  • The Tenderer employs more than five permanent staff in fields related to lots.
3.Technical capacity of Tenderer:
  • The Tenderer has delivered supplies of the specific kind required by this RfQ within the 3-year period prior to the closing date for submission of offers.
  • Tenderers must demonstrate that they can provide efficient after-sales service, technical back-up and provision of genuine spare parts for the offered goods.
In the case of offers submitted by a consortium, these requirements will be applied to the consortium as a whole:
Failure to comply with one or more of the above mentioned requirements will lead to the rejection of the tender. 

ORIGIN:

Supplies must originate in a Member State of the European Community or a country covered by the IPA Programme. The origin of the goods must be determined according to the European Community Customs Code or the international agreements to which the country concerned is a signatory.

DEADLINE FOR RECEIPT OF OFFERS:
Properly equipped offers must be delivered to the ISRBC, Vladimira Nazora 61, Zagreb, by 12:00 on August 19, 2010. Any tender received after this deadline will not be considered.

OPENING OF OFFERS:
Offers will be opened publicly immediately after the deadline for delivery of offers, in a way prescribed in the Tender Documentation, in the presence of Tenderers who chose to attend.

TENDER SECURITY:
No Tender security is required.

PERIOD OF IMPLEMENTATION:
The period of implementation shall be at most 60 days from the commencement date. The Tenderers may propose a shorter delivery period.
