Development of the hydrological model for the Sava River basin and hydraulic model for the Sava River

The hydrologic and hydraulic modeling in the Sava countries until 2015 consisted of a discontinuous collection of models developed using various software applications across multiple jurisdictional boundaries with a clear need to apply a systems-based approach to floodplain management and to develop hydrological and hydraulic models of the Sava River basin that will be shared between the countries.

To aid the Sava Commission and its member countries to achieve the goal of a system-wide model, the US Government through the European Command and the US Embassy in Croatia has provided a technical support through the US Army Corps of Engineers (USACE) by developing a comprehensive hydrological model of the Sava River basin and a hydraulic model of the Sava River.

Hydrological Model
The hydrological model was developed using the industry-standard software HEC-HMS, HEC-GeoHMS, and HEC-DSSVue. The main goal of the Sava HEC-HMS model is to produce discharge hydrographs throughout the Sava River basin so the hydrographs can be coupled with and imported into the hydraulic model. However, the applications of the hydrologic model are numerous including incorporation into the Sava Flood Forecasting and Warning System, flood risk management planning, water supply and drought contingency planning, and climate change studies.

Hydraulic Model
The Sava River unsteady flow HEC-RAS hydraulic model includes the Sava River (main river), from the border between Slovenia and Croatia up to Belgrade and the major tributaries up to the Sava River backwaters and more. The Sava HEC-RAS is coupled with the Sava HEC-HMS model which output locations match the (lateral) inflow points of the HEC-RAS model. Model is incorporated into the Sava Flood Forecasting and Warning System.
