Expert Groups

In order to foster cooperation and assure synergy in achieving its goals, the Sava Commission is entitled to establish permanent and ad-hoc expert groups, composed of delegated experts from each Party. Permanent expert groups (PEGs) cover the key issues in the Sava River Basin, while the ad-hoc expert groups (AH EGs) deal with more specific issues and tasks.

The expert groups are chaired by the officials of the Secretariat. The Secretariat, in principle, prepares all material for consideration by the groups.

Tasks of the expert groups are presented in the text below.

Permanent Expert Group for Navigation (PEG NAV)
PEG NAV has been established with purpose of implementation of FASRB and has tasks as follows:

  1. Participate in preparation and implementation of projects from area of navigation on the Sava River in accordance with the mandate to be given by the Sava Commission;
  2. Ensure the harmonization of regulations from area of internal navigation;
  3. Work on acquirement of increase of navigation safety;
  4. Coordinate planning of the waterway marking and maintenance;
  5. Prepare proposals of decisions referring to navigation and deliver them to the Sava Commission for adoption;
  6. Propose guidelines for development of RIS on the Sava River.

Chairman of PEG NAV is Mr. Željko Milković, Deputy Secretary for navigation.
Decisions of ISRBC related to navigation are mandatory for the Parties of FASRB (Article 16).

Permanent Expert Group for River Basin Management (PEG RBM)
PEG RBM has been established with purpose of implementation of FASRB and has tasks as follows:

  1. Development of strategy and work plan for implementation of the FASRB in the field of integrated water management;
  2. Coordination of activities with other EGs needed to fulfill the requirements of the FASRB;
  3. Coordination of all tasks related to development of the Sava River Basin Management Plan;
  4. Preparation of proposal of RBM action plan (road map);
  5. Coordination of the activities in the Sava river basin with the relevant WFD implementation activities at the Danube river basin;
  6. Assistance in harmonization of the efforts of the Parties in implementation of the Water Framework Directive;
  7. Providing input and guidance to the permanent and ad hoc expert groups needed to fulfill their mandates in relation to river basin management;
  8. Participation in preparation and implementation of RBM related studies and projects;
  9. Participation in preparation of protocols and coordination of related activities with other Egs;
  10. Coordination of activities needed for the establishment of a unified information system, with other relevant EGs;
  11. Coordination of activities needed for the establishment of unified profiles for water regime control;
  12. Coordination of activities related to use and utilization of water for all purposes.

PEG RBM submits recommendations to ISRBC for adoption.

Permanent Expert Group for Accident Prevention and Control (PEG APC)
PEG APC has been established with purpose of implementation of FASRB and has tasks as follows:
  1. Notification of the establishments, i.e. areas where dangerous substances are present;
  2. Identification of the status of the national emergency systems and procedures in the field of floods, ice hazards, droughts and incidents involving hazardous substances, with respect to accidents and natural disasters in the Sava River Basin;
  3. Development and implementation of policies and strategies for reducing the risks of extraordinary impact on the water and aquatic eco-system and improve measures for prevention, preparedness and response, including restoration measures;
  4. Establishment of a coordinated or joint system of measures, activities, warnings and alarms in the Sava River Basin for extraordinary impacts on the water and aquatic eco-system, such as sudden and accidental pollution, discharge of artificial accumulations and retentions caused by collapsing or inappropriate handling, flood, ice, droughts, water shortage, and obstruction of navigation;
  5. Coordination of the identification of hazardous activities and other potential risks of extraordinary impact on the water and aquatic eco-system with notification protocols of any such proposed or existing activity or other risk;
  6. Coordination of the exchange of prevention measures for the prevention of industrial accidents and extraordinary impacts on the water and aquatic eco-system;
  7. Coordination of the national emergency planning and preparedness with protocol on provision of the elements for the elaboration of emergency plans in its territory to the Commission;
  8. Coordination in the field of integration of alarm and warning systems;
  9. Development of the Protocol on the exchange of information on the emergency response;
  10. Development of procedures for engagement of mutual assistance from and the role of the Sava Commission in it;
  11. Development and coordination for production of frame of safety report, its implementation and updating.
Chairman of PEG APC is Mr. Samo Grošelj, Deputy Secretary for Protection of Waters and Aquatic Eco-system.
PEG APC submits recommendations to ISRBC for adoption.

Permanent Expert Group for Flood Prevention (PEG FP)
PEG FP has been established with purpose of implementation of FASRB and has tasks as follows:
  1. Development of strategy and work plan for implementation of the FASRB in the field of flood management;
  2. Coordination of all flood related activities in the Sava river basin with the relevant activities at the Danube river basin level;
  3. Coordination of activities with other EGs needed to fulfill the requirements of the FASRB;
  4. Providing input and guidance for the activities needed for the establishment of coordinated or joint system of measures, activities, warnings and alarms in the Sava River Basin for extraordinary impacts on the water regime;
  5. Follow up of the flood related activities on EU level;
  6. Follow up the relevant legislation on the EU level and assistance in harmonization of related legislation in the Parties;
  7. Participation in preparation and implementation of flood related studies and projects;
  8. Participation in preparation of protocols;
  9. Providing input and guidance for the activities needed for the establishment of a unified information system, with other relevant EGs;
  10. Providing input and guidance for the activities needed for the establishment of unified profiles for water regime control;
  11. Assistance in preparation of drafts proposals of measures and decisions in the field of flood management;
  12. Promotion and support to the activities related to harmonisation of design criteria and safety regulations along and across border sections;
  13. Recommendations for a common approach in the evaluation of flood risk.

Ad-hoc Legal Expert Group (Ah L EG)
Ah L EG has been established with purpose of implementation of FASRB and has tasks as follows:
  1. Develop and, if needed, review the Sava Commission’s legal and administrative internal acts (Rules of Procedure, Staff Regulations of the Secretariat, Main functions, structure of the Secretariat and Job description), and prepare draft changes and amendments aimed at improvement of their contents;
  2. Take part in reviewing the existing draft protocols to the FASRB and in preparation of other protocols from the international law point of view;
  3. Recommend measures related to facilitation of preparation and conclusion of the protocols under the FASRB, being subject to further reconsideration and adoption by the Sava Commission;
  4. Elaborate proposals for other questions of a legal, administrative and organizational nature and develop comprehensive legal grounds and standpoints of the Sava Commission requiring previously harmonized expertise from experts of the Parties to the FASRB, if necessary or upon request;
  5. Collaborate with and support the work of other Sava Commission’s Expert Groups;
  6. Participate in preparation of meetings of the Parties related to legal issues.

Ad-hoc Expert Group for Hydrological and Meteorological Issues (Ah HM EG)
Ah HM EG has been established with purpose of implementation of FASRB and has tasks as follows:

1. Provide support to exchange of HM data within the Sava River Basin, especially in relation to:

  • creation of a HM database for the whole Sava River Basin;
  • preparation of hydrological almanacs of the Sava River Basin,
2. Provide support and assistance in performing the activities specified in the Strategy on Implementation of the FASRB, as follows:
  • collection, analysis and harmonization of the HM data necessary for the preparation of the Sava RBM Plan;
  • conceptualization of a transboundary monitoring network of the Sava River Basin;
  • preparation of flood hazard and risk maps for the Sava River Basin;
  • development of the Flood Risk Management Plan;
  • development of a flood forecasting and warning system;
  • development of a joint emergency plan;
  • development of the Sava GIS in accordance with the GIS Implementation Strategy,
3. Provide assistance to the permanent expert groups in performing their specific tasks other than those specified under items 1 and 2;
4. Any other tasks in their field of expertise, assigned by the Sava Commission.

Ad-hoc Expert Group for Hydrological Issues related to Navigation (Ah HIN EG)
Ah HIN EG has been established with purpose of implementation of FASRB and has tasks as follows:
1. Execute recapitulation of data of all existing water level gauges on the Sava river:
  • Reconsider the basic features of water level gauges (level "0", position, description and state of condition of the equipment for measurement of the levels/discharge, etc.);
  • Identify competence over the water level gauges and institutions responsible for collecting and distribution of data from water level gauges;
  • Initiate collecting of relevant data from water level gauges and publishing them on www.savacommission.org;
  • Reconsider the position of existing water level gauges (from hydrological and navigational point of view) and propose additional/new gauges,
2. Calculate low and high navigation levels on distinctive cross-profiles (profiles of water level gauges, bridges, curves, etc.):
  • Propose type of calculation,
3. Reconsider existing data of navigational bridge spans on the Sava river:
  • Reconsider position of a bridges (expressed in river kilometers);
  • Reconsider bridge spans, their width and available height for navigation comparing to proper water level gauge and lowest level of a bridge constructions,
4. Collaborate with the work of other Sava Commission’s Expert Groups.

Ad-hoc GIS Expert Group (Ah GIS EG)
Ah GIS EG has been established with purpose of implementation of FASRB and has tasks as follows:
  1. To implement shared vision on the Sava River Basin (Geo)Information System concept and main principles behind the vision;
  2. To coordinate technical work and activities within theme of work that are important for the establishment of the Sava River Basin (Geo)Information System (SRB GIS);
  3. To encourage the development of the fundamental and specific geographic databases of Sava Basin-wide importance as reference for the other kind of geographic information;
  4. To identify status and monitor development of the GISs of the Parties, in order to provide recommendation on their adjustment to be able to meet ISRBC requirements;
  5. To assist in processes of data harmonisation of national datasets considering data requirements of the WFD and SC Expert Groups and in development of GIS-related criteria needed to set up and operate the SRB GIS;
  6. To improve knowledge about GI currently exists in Sava region and encourage easier access to it;
  7. To enable easier integration of existing GISs in Sava region through use of open standards, modern IT techniques and guidelines;
  8. To encourage more widespread use and sharing of geospatial information via use of geospatial web services;
  9. To provide users with assurance that the information is consistent and of defined quality by implementing metadata;
  10. To assist in the production of reports and maps required by the Sava Commission's PEGs in accordance to their specific tasks.

Ah GIS EG submits recommendations to ISRBC for adoption.

Ad-hoc RIS Expert Group (Ah RIS EG)
Ah RIS EG has been established with purpose of implementation of FASRB and has tasks as follows:
  1. Preparation of the documents for adoption (technical documentation and standards);
  2. Identification of RIS services to be implemented on River Sava;
  3. Preparation of implementation plans (including the time schedule) in relation to obligation of member states to introduce RIS;
  4. Creation of reports about RIS deployment on the Sava River (RIS implementation status, operations and development), including lessons learned from Sava Basin countries, where RIS is already in operation on other inland waterways;
  5. Support to the technical secretariat of Sava Commission in participation and communication with other international organizations on the RIS Agenda (e.g. GIS Forum, Danube Commission, etc.);
  6. To cooperate with other PEGs or AHEGs in common matters and initiate and organize joint meetings if necessary;
  7. To report to the ISRBC on progress of the group, present recommendations and resolutions.

Ad-hoc Financial Expert Group (Ah FIN EG)
Ah FIN EG has been established with purpose of implementation of FASRB and has tasks as follows:
  1. Revision and upgrade of the Financial Rules of the Sava Commission;
  2. Consideration of the form and structure of the Budget of the Sava Commission and giving suggestions for its improvement, if necessary;
  3. Consideration of the draft Budget of the Sava Commission for the ensuing year, prepared by the Secretariat, and providing respective recommendations and suggestions;
  4. Assistance in development of protocols, in terms of cross-cutting issues requiring financing in the implementation of the protocol;
  5. Analysis of the resource mobilization possibilities on international, regional and national level;
  6. Consideration of other financial issues requiring harmonized approach in the Sava River Basin;
  7. Collaboration with and support to the work of other expert groups of the Sava Commission, if necessary.
